Carthago is by no means a cheapie, but I am happy to include in my list because you definitely do get your money's worth while at the same time having a chance to eat cuisines that in Tokyo are still rare. Very big for the number of tables, Carthago is relaxing, vaguely elegant, and definitely pleasant. The food is heterogeneous, Lebanese, Arab, Turkish, North African, etc., but uniformly interesting. If you don't recognize anything on the menu, try the sets. Your orders appear regularly, but at 30 minutes intervals, so this is not a place for the desperately hungry.
